The fortress has roots stretching back to the medieval period, with fortifications developing over several centuries. Major expansions occurred during Ottoman rule, particularly under rulers such as Ali Pasha of Tepelena, who enlarged and strengthened the complex and added important features including the clock tower and infrastructure systems.

Built along a long rocky ridge above the city, the castle commands sweeping views across the Drino Valley and surrounding mountains. Its massive stone walls, towers, gates, and defensive structures reflect its strategic importance as a guardian of regional routes through southern Albania. The fortress's scale makes it one of the most impressive examples of military architecture in the Balkans.
